608 fix hotkey scope and dropdown issues in the command menu (#11121)

Closes https://github.com/twentyhq/core-team-issues/issues/608

- Introduces a new hotkey scope `CommandMenuFocused`
- Fixes hotkey scopes issues in the side panel
