In this PR:
- Renaming SettingsAccountsEmailBlocklist to
SettingsAccountsEmailBlocklist as the blocklist is not tied to
emails/messaging but is user level
- Changing the UI settings UI by removing /emails/{id} page and adding
tabs on /emails page
